Minutes: November 13, 2009

Following an OSC survey of signage delineating open space at Lord’s Woods development, Chairman Diana Atwood Johnson opened the meeting at 09:17 with OSC members Peter Cable, Ted Crosby, Bill Dunbar, George James, Ted Kiritsis and OLCT liaison Christina Clayton in attendance.

On a motion by Bill, seconded by Ted Kiritsis, it was voted to approve the OSC meeting minutes of October 9, 2009.

Open Space Marking at Lord’s Woods
There was discussion of opinions regarding the survey by OSC, just preceding the regular OSC meeting, of open space signage at Lord’s Woods. From the discussion there was a consensus that the open space-delineating signs are unattractive and temporary in appearance, and that it was likely that there would, over time, be removal and attrition of the signs. It was concluded that standards for the open space signage must be established.

Property Updates
  • Foster property
Diana reported that the Foster property on the Post Road is for sale, listed with Coldwell Banker.

  • Montano property
Diana also noted that the Montano property of 11 acres adjacent to the Foster property is for sale at $150,000.

At 09:40, on motion by George, second by Peter, it was voted to go into executive session.  At 10:20, on motion by Ted Kiritsis, second by Bill, it was voted to leave executive session. There were no actions taken during the executive session.

Subdivisions
  • Old Lyme Hills open space
There was extended discussion of a proposal prepared by George for open space designation at Old Lyme Hills subdivision that differs from the plans submitted by the subdivision land owners, Old Lyme Heights LLC, and investors, Woods of Old Lyme.  No action on the proposal was taken.

  • Revised open space requirements amendment
Diana distributed the proposed amendment to open space requirements as revised in a memorandum from OSC to Planning Commission dated November 9, 2009.  On a motion by George, second by Bill, it was voted unanimously to accept the wording of the proposed amendment in the memorandum.

Old Business
a) Open Space Commission
Diana distributed the draft of a proposed ordinance to establish an Open Space Commission for Old Lyme, which was discussed at length with particular emphasis on definition and scope of the proposed Commission charter.  On a motion by Peter, seconded by Ted Kiritsis, it was voted 5 in favor, 1 abstaining, to endorse the proposed ordinance establishing an Open Space Commission for the Town of Old Lyme.

b) Ben Franklin Road project
Diana reported that the outstanding $12,000 had been received from David Dangremond for the Ben Franklin Road project.

OLCT Report
Christina presented a report of current OLCT activities.

At 11:55, on a motion by Bill, second by Peter, it was voted to adjourn the meeting.
